MathOKLAHOMA CITY (AP) - A proposal for a pilot program for performance-based pay for teachers has won approval from a House committee. The bill by Bartlesville Republican Earl Sears unanimously cleared a budget subcommittee on Monday and now moves to the full House Appropriations Committee. It directs the State Department of Education to create a grant award and adopt guidelines for the program.

Sears says each district would be allowed to craft its own plan and no district would be required to participate. Each plan would have to include measures for students' academic growth, performance goals and an evaluation tool to measure progress. Republican lawmakers have long endorsed the creation of a performance-based pay system for public school teachers.
